Revisions to Ambient Air Quality Standards
LAC 33:III.711 and 918
 
PROPOSED RULE – 6/20/2014
 
 
The proposed rule is LDEQ’s adoption of revised federal air quality standards, guidelines and regulations required for the state’s air quality program to remain in compliance with federal regulations. The revisions include:
 
1) LAC 33:III.Chapter 7, Ambient Air Quality, Section 711.A. Table 1, Primary Ambient Air Quality Standards;
 
2) LAC 33:III.Chapter 7, Ambient Air Quality, Section 711.B. Table 1a, Secondary Ambient Air Quality Standards;
 
3) LAC 33:III.Chapter 7, Ambient Air Quality, Section 711.C. Table 2, Ambient Air – Methods of Contaminant Measurement; and
 
4) LAC 33:III.Chapter 9, General Regulations on Control of Emissions and Emission Standards, Section 918.B. Table 6, Sulfur Dioxide (SO2) Nonattainment Areas and Adjoining Parishes.
 
The proposed adoption will maintain equivalency with the most current federal revisions to the National Ambient Air Quality Standards (NAAQS) (ozone, particulate matter (2.5), nitrogen oxide, lead and sulfur dioxide) and nonattainment designated area(s) (sulfur dioxide) as found in 40 CFR 50.5, 50.11, 50.15, 50.16, 50.17, 50.18 and 78.

PROPOSED RULE – 6/20/2014
 
The proposed rule is LDEQ’s incorporation by reference (IBR) of the following federal water quality standards, guidelines and regulations required for the state’s water quality program to remain in compliance with federal regulation:
 
1) 40 CFR Part 136, Guidelines Establishing Test Procedures for the Analysis of Pollutants, July 1, 2013; and
 
2) 40 CFR Chapter 1, Subchapter N, Effluent Guidelines and Standards, Parts 401 and 405-471, July 1, 2012.

State Implementation Plan (SIP) for Regional Haze Program
 
POTPOURRI NOTICE – 6/20/2014
 
This Potpourri Notice announces revisions to the SIP for Louisiana’s Regional Haze Program. The revisions address requirements for the non-electrical generating unit facilities that are subject to the Best Available Retrofit Technology (BART) standards, which were previously only partially approved by the EPA. The SIP submittal will only pertain to Mosaic, Uncle Sam Facility.
 
This Potpourri Notice gives the public an opportunity to review the proposed SIP revisions, attend a public hearing and/or submit comment(s). The SIP for Regional Haze can be viewed at: www/deq.louisiana.gov/portal/Default.aspx?tabid=2381.
