2014 Integrated Report on Water Quality (AI# 169294)

The 2014 Integrated Report on Water Quality consists of two (2) water quality assessments:
1. Section 305(b) Report - assessment of all of the waters in the State of Louisiana; and
2. Section 303(d) List - identification and ranking of impaired water bodies that require Total Maximum Daily Load analysis.

PROPOSED RULE - 5/20/2014

Based on its evaluation using the Delisting Risk Assessment Software (DRAS) and finding of no anticipated adverse impact on human health or the environment, LDEQ proposes to grant a petition by Conrad Industries for a one-time delisting from the hazardous waste regulations for approximately 4,000 tons of aggregate generated and used as fill ("Rim Tide" barge slip located in Amelia, Louisiana) in 1986. (The proposed delisting is a resubmittal of HW111, which was originally published in the November 20, 2012, Louisiana Register.)

LDEQ Regulation - WQ088

Revisions to Chapter 11 - Surface Water Quality Standards
LAC 33:IX.1105, 1109 and 1119

PROPOSED RULE - 5/20/2014

The proposed rule updates outdated and unclear language in Chapter 11. A new definition of "degradation" ("a lowering of water quality, as demonstrated by data analysis, water quality models or other scientifically defensible method") is added to Section 1105. The rule will clarify that the state may choose to lower water quality in waters that exceed state standards to accommodate justifiable economic and/or social development "after completion of appropriate analysis and after completion of the public participation processes outlined in the Water Quality Management Plan and the Continuing Planning Process." Language is added to specify that waters in the Louisiana Natural and Scenic Rivers System will be considered by LDEQ for designation as "outstanding natural resource waters." Lastly, the revision states that an unpermitted discharge may be granted a permit to discharge to an outstanding natural resource water body if the discharge existed before the designation was made.

Reissuance of the General Permit for Discharges of Exterior Vehicle Wash Wastewater
LPDES Permit No. LAG750000 (AI#90698)

POTPOURRI NOTICE - 5/20/2014

This Potpourri Notice announces a significant change to the upcoming reissuance of LAG750000 (General Permit for Discharges of Exterior Vehicle Wash Wastewater). Part 1.A., Applicability, will be changed to prohibit the use of soaps and/or detergents that are not biodegradable, low-phosphate and low-surfactant. All currently covered dischargers that are automatically authorized under the reissued permit will have six (6) months from the permit effective date to comply.
