In 2015 Maryland legislators passed hb9, "Licensure of Direct Entry Midwives."  Since that time, regulations have been proposed and are currently in the public comment period.  MFSB has submitted a letter of support for the regulations, with a reminder that we would like to see the scope of Certified Professional Midwives expanded to match their training and the regulations of other states.  The public comment period ends at the end of October and we expect licenses to be issued shortly thereafter.  MFSB is committed to continued work to expand the scope of Certified Professional Midwives in Maryland.

Our New Mission

MFSB was founded with the goal of passing legislation that would license Certified Professional Midwives in Maryland.  Now that we've accomplished our original mission, MFSB has expanded its focus to promote evidence-based, culturally-sensitive maternity care in all birth settings.  Moving forward, MFSB will

  • Ensure the health and wellbeing of Maryland families by expanding access to the evidence-based midwifery model of care in all settings.
  • Support legislation that improves access to evidence-based maternity care in all settings, and furthers women's rights to decide their care based on true informed consent.
  • Monitor and deter legislation that would be detrimental to families and care providers who choose out-of-hospital birth.
  • Support organizations who offer, through education and other means, information, support and advocacy regarding the midwifery model of care. 
Meet the Board of Directors
 Kathy Talbott, president:  Kathy has been involved with MFSB since the organization's inception.  What a journey it continues to be!  She hopes to continue to move midwifery-led mother-centered maternity care into the realm of the norm in all settings. Kathy believes that the Midwifery Model of Care best empowers women and families to make educated decisions regarding their own health and the health of their baby.  She believes that true informed consent is a human rights issue and is crucial for better outcomes for all.  Having experienced care with OB-GYNs, CNMs, and CPMs, she believes that the CPM approach is the gold standard for evidence-based maternity care.  
Kathy graduated from NYU, enjoys being a mom to three beautiful growing girls and also works for peace through understanding and striving to apply the principle that individual growth, or human revolution, creates a change in the world around us.  As the saying goes, Peace begins with me.  


Rose Forrest, treasurer/events director:  Rose Forrest is a new member of the MFSB Board of Directors.  Rose has a BA in journalism from Penn State University and received her JD from University of Baltimore School of Law.  She is the Deputy Staff Judge Advocate for the Maryland Army National Guard.  Rose has three children, two sons and a daughter.  Her oldest son was born via c-section, and her younger two children were born at home with the assistance of CPMs.  She chose to have her children at home to avoid an unnecessary repeat cesarean.  Through this experience, she has learned the struggle many Maryland families face when seeking a VBAC.  Her goal is to advocate for increased access to VBACs in all settings and to improve maternal health care through improved patient autonomy and informed consent.  
Kirra Brandon, vice president/legislative director:  Kirra has been a member of the MFSB Board of Directors for the past two years.  She has a BA in Biology from Harvard University, and received her MD from University of Maryland Medical School.  Kirra practices pediatric dermatology in Easton, MD.  She has four daughters.  Her oldest child was born via c-section, and her younger three daughters were born at home with the assistance of CPMs.  Kirra wants to see Maryland become a state in which all families have maternity care options, and are supported in making their own decisions about their care. 


Evelyn Fielding, secretary/outreach director:  As Outreach Director, Evie is continuing the amazing work of Celia Garcia Perez and the outreach team in building coalition MFSB! She has actively supported MFSB since 2012 and strongly believes in promoting education about childbirth options and informed choice.  Her vision is to improve access to midwifery care for families of all backgrounds and to bridge the gaps between out-of-hospital maternity care and the medical system.  The individualized, unhurried and relationship-focused care she received from midwives was transformative.  She is a mother and clinical psychologist in private practice.  
What is MFSB doing in 2016-2017?
Legislative:  During this legislative session we will again be working with the lobbying firm of Harris, Jones and Malone, LLC.  Our goal during this session is to keep the issue of access to VBAC in the legislators' minds while broadly arguing for transparency and evidence-based birth options both in and out of the hospital setting.  Stay tuned for more details as we finalize our plans with our legislative sponsors.  

Outreach:  The outreach committee will focus on growing coalition MFSB! and re-affirming our members' support of MFSB's expanded mission in order to increase our community and legislative impact.

Events:  The events team is working hard on an exciting educational event that will occur in late spring 2017.  Details to come soon!

  • Contribute!  We are always in need of monetary donations so that we can continue to pay our lobbyists, update our website, and accomplish other administrative tasks.  You can view our VBAC video and donate here!
  • Participate in one of our fundraisers!  We have two active fundraisers at the moment.  
    • On Saturday, October 22nd from 11am-11pm, we are holding a fundraiser at Neo Pizza in Annapolis.  Neo Pizza has a great menu which includes gluten-free and vegan options as well as a variety of non-pizza items.  Simply print out this coupon, fill it in, and present it to the cashier and MFSB will receive 20%.   The coupon can also be printed from this newsletter (see below).
    • Remember our 2015 calendar?  We're excited to announce that we are making another one for 2017.  This time all of the images will be from VBAC births!  Purchase yours here!
