Congratulations to Kent Gardner, 2022 Gruenberg Honoree

CGR Chief Economist Dr. Kent Gardner has been selected as The Governmental Research Association's (GRA) 2022 Frederick P. Gruenberg Award winner for his extraordinary contributions to the field of government research and the GRA itself. Kent is a past President, Vice President and Secretary of GRA and has worked at CGR since 1991.
The Frederick P. Gruenberg Award is the highest honor that the Governmental Research Association can bestow on individuals who have made outstanding contributions to the field of governmental research during their careers. Recipients are selected by the GRA Officers and Trustees based factors such as contribution to the field of governmental research, participation in GRA and mentoring of younger GRA members.

CGR Works With Oneida County to Improve DMV

CGR recently completed a study of the Oneida County Bureau of Motor Vehicles to help make its operations more effective and efficient, and ultimately, to improve the customer experience.

CGR identified staff turnover and retention as significant areas of concern. CGR recommended increasing entry-level pay for DMV staff based on a comparison to similar counties, as well as adopting a clear training program for new staff; assigning staff to assist customers with navigation at both DMV locations; streamlining transactions where feasible; and replacing or upgrading the County’s queuing system.

Our recommendations were based on interviews of staff at the DMV and the Oneida County Clerk’s Office, which is responsible for DMV operations; analysis of data on DMV transactions and revenue; tours and observations of DMV facilities in Utica and Rome; interviews with customers about their transactions; and information we collected on how DMV offices in three other New York counties approach common challenges.

CGR would like to say a special thank you to Ann Johnson, who retired as the Executive Director of ACT Rochester earlier this month.
CGR worked with Ann over the past 12 years as she promoted the ACT Rochester website in our community as well as across the county with her involvement with the Community Indicators Consortium. Thanks to Ann's dedication and leadership ACT Rochester has developed into a trusted data resource hub for the nine-county greater Rochester region, helping inform and change local problem-solving and decision-making. ACT Rochester's cutting-edge analysis and research reports have focused community attention on racial disparities, poverty, health, and other critical issues.
