Independent Media Coverage is vital ahead of general elections

As Kenya prepares for elections, much will be expected from the 4th estate who play a critical role in enable citizens make informed choices on issues and candidates seeking elective positions. The electioneering period is one that attracts a lot of media coverage and reporting.

At the beginning of the month, several brickbats were directed at the mainstream media for settling that next year’s election is shaping up as a ‘two-horse race’. Despite its key role in informing the masses and shaping the agenda, the media still has a way to go in terms of the factual, unbiased and objective coverage of elections in the country. Adherence to the principles of truth and accuracy, independence, fairness and impartiality is key.

Recent chaos witnessed in Kondele exposed weaknesses in independent journalism as many media outlets had different versions of the story, major newspapers had different headlines with some purporting that the fracas was fueled by scramble over money leaving the public with a task of deciding which version of the story to believe. While this instance may seem small and insignificant, the Kenyan media has a history of being at the center of tense moments in the country.

During the 2007/2008 post-election skirmishes, a number of journalists, including well known television anchors exposed their biases by seeming to lean to a certain political standing, a period during which the term ‘two-horse race’ was also popularized. Yet that is not the isolated case. Even today, some journalists have in some instances blurred the lines between the personal and the professional.

However much we would like to agree to the fact that prominence and impact are key news values, it is important for the media outlets to give fair airtime and coverage for all the parties and aspiring candidates. It is worth noting that the visibility accorded to women and other marginalized groups is yet to match that given to their male counterparts. In our previous research on the inclusion of women in political processes, we noted that women either experience minimal or skewed coverage by the media which works to their disadvantage in their political pursuits.

Statistics Bureau on the spot over sh 18.5 million 'ghost workers' pay

The Kenya National Bureau of Statistics (KNBS) might have paid ‘ghost workers’ Sh18.5 million to help in mapping during the 2019 Kenya Population and Housing Census, a parliamentary committee has heard. The revelation emerged at a meeting between KNBS officials with the National Assembly’s Public Investments Committee, where signatures of the Sh18 million beneficiaries were not provided, yet the money was spent.
Director-general George Obudho said they did not have signatures of the elders, who received the money paid in cash. Lawmakers cast doubt on the exercise, saying the irregularity was an indication that the elders might have misled the KNBS might have been misled by the elders and relied on the wrong statistics to arrive at the final report. The committee gave KNBS a week to present a list of all their staff who were given the money to pay the elders so that the money can be recovered from them since there is no evidence that they paid out the money.

Parliament orders Bomas revalue assets after 22 years

Parliament has directed Bomas of Kenya to conduct a fresh valuation of its assets and submit a report within 60 days. The Public Investments Committee (PIC) Wednesday heard that Bomas of Kenya has not conducted a revaluation of its assets for the last 22 years. The law stipulates every entity should revalue its property, plant and equipment after every five years.
In the absence of the revaluation report, Auditor-General Nancy Gathungu said she could not ascertain the accuracy of Sh2.3 billion as the value of assets Bomas of Kenya owns as its management stated during the 2018/19 financial year audit. Ms Gathungu in her 2018/19 audit report pointed out that there is an urgent need for the entity to revalue its assets taking into account the changes that have occurred in the last two decades. Appearing before the committee on Wednesday, Bomas of Kenya chief executive Peter Gitaa said the Tourism ministry has been holding their title deed hence it has not been possible to conduct the revaluation exercise in the absence of the title deed.

Court quashes Mwaura expulsion from Jubilee Party faults process

Former Nominated Senator Isaac Mwaura has been reinstated into the Jubilee Party after court quashed a gazette notice that led to his expulsion. Justice Joseph Sergon ruled that the Jubilee Party’s National Disciplinary Committee processes that led to his expulsion was unlawful and a violation of his rights. Mwaura was expelled for joining UDA, a party associated with DP William Ruto. 
The judge declared that the gazette notice of Mwaura’s expulsion from the Jubilee Party  was of no legal effects and faulted the Political Parties Disputes Tribunal for upholding Mwaura's replacement at the Senate. Mwaura’s victory, however, came a little too late since the ruling party had already replaced him at the Senate with Sammy Leshore. Jubilee expelled Mwaura in February for violating the party’s code of conduct. The party’s NDC initially suspended him for six months but the National Management Committee decided to expel him.

Kenya took 10 new loans between April and August 

Kenya took ten new loans from commercial, multilateral, and the international sovereign bond market in the five months to August as it races towards the Sh9 trillion debt ceiling. A new document presented to Parliament by the National Treasury Cabinet Secretary Ukur Yatani shows that the government contracted loans totalling Sh293.55 billion between April 1, 2021 and August 31, 2021. This shows that the government was borrowing an average of Sh58 billion per month as it showed no signs of slowing down its debt appetite. The new loans were procured to help fill the Sh930 billion fiscal deficit in the Sh3.02 trillion budget for the 2020/21 financial year.
