The Economic Impact of Travel on Iowa Counties

Tourism ads have run in AAA Living in March and Our Iowa in April/May edition, so the requests for tourism brochures have started to come in.  We are looking forward to all the visitors planning a trip to Allamakee County this year.   Check your brochure racks, are you ready?  Is your business listed on google maps with contact information, hours, and photo?  Have you checked your facebook and/or website lately?  Is your business listing correct on ACED’s website?   May is tourism month which means businesses and employees need to be ready to go.  If  you would like a “Get Ready for Tourism” pep talk and walk through what’s available to do and see in Allamakee County, give our office a call, a staff member will come to you and provide a review of why we live, work and play here!
 

Iowa Brownfield Redevelopment Program

WHAT is a Brownfield?  The U.S. Environmental Protection Agency (EPA) defines a brownfield as “…real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant”.  A brownfield typically is underutilized, idled and/or abandoned property.

NOW might be a good time for cities, counties, area development corporations and non-profit organizations to take an assessment of old buildings and sites where there may be the potential of environmental contamination concerns.  These concerns could be holding up any resale, redevelopment or reuse plans.  These Brownfield areas may include former gas stations, petroleum bulk plants, fertilizer warehouses or vacant industrial plants or factories. 

The Iowa Brownfield Redevelopment Program, funded by the federal Brownfield Revitalization Act, provides technical and financial resources to communities to help them find answers to environmental questions at these Brownfield sites.  The first step involves conducting an environmental assessment before the DNR can step in. 

Services available from the DNR Brownfield Redevelopment Program would include:

  • Cost reimbursement for the environmental history of a site prior to any purchase by the city or county (known as Phase I environmental site assessment);
  • Free services for Phase II pre-purchase environmental site assessments, which would involve sampling soil and groundwater for contaminants;
  • Cost reimbursement for certified asbestos inspections;
  • 50% cost-share for environmental cleanups (up to $25,000), including:  Asbestos removal prior to demolition or renovation; cleanup of soil or groundwater contaminants.

In order to be considered for assistance, the communities or county should have a redevelopment and reuse plan in place for the site, and have the financial resources that would result in one of the following once the environmental issues are addressed:

  • Direct economic redevelopment through resale and reuse of the site to create tax base and job-creation;
  • Value-added use of direct benefit to the public (such as a new library, community center, historic preservation, etc.);
  • Conversion to greenspace, recreational use or natural habitat restoration.

Homebuyer Workshop
 
Northeast Iowa Community Action Housing is offering Homebuyer Education and Budget Counseling Courses.
 
For the homebuyer we have a Homebuyer Workshop packed with activities and information to determine how much house you can afford, who the players are in the home buying process, identify assistance programs, and get you into the mortgage product that is right for you. The course also introduces what to expect as a new homeowner.
 
The Money Mapper is the budget counseling course. It offers activities and information to help identify where your money is going and how to take control of your finances. . . Make Your Money Move with The Money Mapper.
