ANNOUNCEMENTS

HND Receives 2 USDA Federal Grants to Support Hmong Farmers 

HND recently received federal grant awards from the USDA Office of Advocacy and Outreach (2501 grant program) and USDA NIFA Beginning Farmers and Ranchers Development Program (BFRDP). 

The 2501 award is a 1-year, $195,926 award which will support our “Leading Engaging And Promoting Hmong Farmers” program (LEAP) in Arkansas and Missouri. Through capacity building, LEAP creates economic prosperity by advancing the business and entrepreneurial skills of Southeast Asian (SEA) farmers and ranchers. The program services emphasize connections to USDA resources, costs savings, improved efficiencies, and expanded product offerings. Additionally, HND will advance the Asian American Pacific Islander Farmer/Rancher/Fishermen Network (AAPIFN), a national network of provider organizations who work with AAPI farmers and local and regional USDA offices across the country.
 
The NIFA BFRDP award is a 3-year, $711,623 award. HND will implement our Hmong Agricultural Sustainability Training and Education (HASTE) Program. The program offers education and business resources for disadvantaged Hmong/Southeast Asian farmers and ranchers in Missouri and Arkansas. In partnership with EnSave, the HASTE program will provide 85 free energy audits, technical training and financial assistance for new farm operators. These audits provide potential reductions in annual operating costs by 10-30% in the first year, and expedite the eligibility process for accessing USDA financial assistance and energy incentives from NCRS as well as other agencies.

HND Success Story - Rocky Comfort, Missouri 


Tou Moua Xiong and Neng Xiong came to HND to learn how to better manage their poultry farms through conservation. With the help from HND they were approved for funding to pay the cost of a farm energy audit and also funding to implement the practice items that were approved by the USDA - NRCS. 

Tou Moua and Neng were approved for funding to replace their heat source and install security lights. With a total funding of $76,000 they installed new heat tubes throughout all 8 buildings and also 9 security lights on the outside of the buildings. At the end of the installation, Tou Moua and Neng expressed their sincere gratitude to HND and its staff for working to help them complete this project.

 
HND Success Story - Arkansas

Shoua and Sai Xiong moved to Arkansas to focus on raising their children and family. They were working for minimum wage at hourly jobs that did pay enough for them to afford childcare services. They decided to open a poultry farm as a family business, which kept them all together, but since they were new to the poultry industry they experienced many hardships.

After meeting and working with HND, they applied in 2013 for an Energy Audit. They completed the Audit in 2014 then applied for the Energy practices which were funded in 2015. They were able to get new energy saving lighting and radiant tube heaters, repair insulation, put in solid sidewalls and receive an incinerator for better mortality management. It is now much easier for them to operate their farm and provide for their families.

Fresno State Asian-American Studies Assistant Professor Position 

The Department of Anthropology at California State University, Fresno seeks to fill a tenure-track position with expertise in the Asian American communities of the United States. The successful candidate will be expected to develop and offer courses in Asian American Studies, Cultural Anthropology and general education. Candidate must possess knowledge and research experience in one or more of the diverse Asian American communities, and the ability to build on and expand the existing Asian American Studies program.

HND Farm Programs Interns 

Hmong National Development is hiring 3 part-time Farm Programs Interns in the Southwest Missouri, Northwest Arkansas, and South Arkansas areas (1 for each area). The Farm Programs Intern will assist HND staff in coordination and implementation of current capacity building, technical assistance and outreach programs to reach Hmong and Southeast Asian farmers in Missouri and Arkansas.

Hmong National Development is hiring 1 part-time Data Associate to be based in EITHER Southwest Missouri, Northwest Arkansas, OR South Arkansas areas. The Data Associate will assist HND Farm Program Coordinators in monitoring data, reporting and evaluation of current capacity building, technical assistance and outreach programs to reach Hmong and Southeast Asian farmers in Missouri and Arkansas.

POLICY UPDATES

Budget and Appropriations
 
For the first time in years, both Appropriations Committees in the House and Senate approved an Agriculture appropriations bills without a GIPSA rider attached. This is wonderful news for poultry farmers. However, Congress failed to approve any of the twelve appropriations bills by September 30th and approved a continuing resolution, maintaining the fiscal year 2015 spending levels, funding the government until December 11, 2015.
 
Congress is facing a fast approaching deadline to raise the national debt ceiling currently at $18.1 trillion. Treasury Secretary Jack Lew has announced that the deadline to raise the debt ceiling is November 3, 2015. If Congress fails to act, the United States will be unable to fulfill its financial obligations and in turn the nation’s economic growth will be adversely affected.

Republicans in the House have attempted to approve a debt ceiling bill attached with spending cuts, however, Democrats in both chambers have made it clear that they will not support it. A clean debt ceiling bill is expected to pass the House and Senate. As House Speaker John Boehner is expected to leave Congress at the end of October, relying on his conference to pass a clean debt ceiling bill will be increasingly difficult. The Speaker will have to rely on the help of the entire Democratic conference to approve the bill. HND continues to follow the situation closely. 


 


Anti-Bullying Campaign: Act to Change
 
The White House Initiative on Asian Americans and Pacific Islanders launched their anti-bullying campaign on October 15th. The campaign takes aim at getting individuals, organizations, and public figures to stand up against bullying. The Initiative will be hosting an event in Los Angeles on November 21, 2015 to formally launch the campaign and garner supporters. Visit the #ActToChange website for more information
