Webinar Description:

People with intellectual and developmental disability (IDD) experience the full range of mental health conditions as the general population. Yet, they are often underdiagnosed and misdiagnosed due to lack of understanding of the factors that influence effective assessment and treatment. The underlying deficits in IDD can create misunderstanding of signs and symptoms. This presentation will focus on some of the most common challenges associated with assessing and diagnosing mental health conditions for individuals with ID including the role of biopsychosocial factors.


Picture of Dr. BlancoDr. Roberto Blanco is a Child and Adolescent Psychiatrist and an Assistant Professor of Psychiatry at the University of North Carolina School of Medicine where he specializes in the care of underserved populations including individuals with dual diagnosis (ID/DD and psychiatric illness). He is currently the Medical Director for NC START Central in Durham, North Carolina and provides consultative work nationally at developmental centers and with the United States Department of Justice. Dr. Blanco has worked in rural communities, with individuals with severe and persistent mental illness, and with Latino Immigrants.

Jill Hinton, Ph.D. is a Clinical Psychologist with over 30 years of experience working with people with intellectual disabilities, autism spectrum disorders, and mental illness. Dr. Hinton is the Clinical Director with for The Center for START Services where she provides consultation and training to START teams across the country as well as facilitating a monthly Clinical Directors Study Group. She currently serves as Project Manager for New York and is actively supporting the NY Region 1 team, as well as providing support for the implementation of NY START in Regions 4 and 5.

During her career, she has worked with both the Autism Society of NC and The Arc of NC in provision of supports to individuals and families across the state. More recently, she was the VP of Clinical Services for Easter Seals UCP NC & VA. In collaboration with the Medical Director, she oversaw the provision of services and supports to individuals with intellectual/developmental disability, autism spectrum disorder, and mental illness. She continues to provide clinical consultation to NC START Central, VA REACH/START Region 1, and VA REACH/START Region 2 teams which provide crisis intervention and prevention supports to individuals with developmental disabilities and co-occurring behavioral health issues.
