7th Annual ACT Alcohol, Tobacco and Other Drug Sector Conference
Are consumers setting the Australian drug policy agenda? These and other paradigm challenging questions will be considered at this year's conference.
Alcohol, tobacco and other drug research, policy and practice are continually evolving. Various approaches underpin our understanding of, and responses to, the related harms, and have a direct impact on the choices, information and interventions available for people who use (and are affected by) psychoactive substances. This conference will bring together our sector (researchers, practitioners, policy makers, consumers and families) to discuss real world scenarios and to help us consider their implications. Topics include:
- Medical cannabis
- E-cigarettes
- Drug driving
- New psychoactive substances (NPS)

ATODA Membership Renewal and Applications
We invite you to renew your membership with ATODA for the 2014 – 2015 financial year.
In May, ATODA held a Special General Meeting where a revised constitution was unanimously agreed to by the membership. The changes include the ability for individuals to be full members and to be elected to the Board. To encourage uptake of individual membership the ATODA Board has reduced the individual annual fees from up to $80 to a set $22.
We encourage you to continue to support the ACT alcohol, tobacco and othe drug sector peak body through your membership. Please pass on this information to any interested stakeholders.

ATOD Workers Groups
The ACT ATOD Workers Group, which meets monthly, is involved in the development, implementation, coordination, evaluation and promotion of key sector support activities for the alcohol, tobacco and other drug sector in the ACT.
Journal Club
The Workers Group is piloting a Journal Club as part of the suite of sector support activities it is involved with. The August 2014 Journal Club will provide an opportunity for participants to discuss:
- Two articles from Of Substance - Australia’s National AOD Magazine (July 2014 Edition) related to:
- Alcohol use in Australia
- The relationships between drugs and crime
- The Journal Club approach and potential opportunities into the future.

ACT Health Smoke-Free Policy
Director General Dr Peggy Brown has confirmed support for the upcoming implementation of completely smoke free campuses at Canberra Hospital and Calvary Hospital from 1 September 2014.

ATODA has sought assurance from ACT Health that non-government services (particularly those who are tenants of ACT Health facilities) will be provided with equitable time and resources to that of ACT Health to implement the new final ACT Health Smoke-Free Policy. This includes requesting a staged approach whereby the policy would come into effect for NGOs from 1 July 2015.
Medical Cannabis
The ACT Greens have released draft legislation and a discussion paper. Closing dates for submissions is 15 September 2014.
ATODA will be making a submission, to provide input please contact Carrie Fowlie on carrie@atoda.org.au. The conference (see item above) will include a session on medical cannabis and ATODA is looking into a public forum.

National Strategy to Target Fetal Alcohol Spectrum Disorders

The Australian Government will provide $9.2 million to the National Fetal Alcohol Spectrum Disorders (FASD) Action Plan to address the harmful impact of FASD on children and families.

Radical Overhaul to Ban Synthetic Drugs

Under new legislation to be introduced to Federal Parliament, all psychoactive substances such as synthetic drugs will be prohibited unless importers can prove they have a legitimate use.

National Strategies for Blood Borne Viruses
Department of Health, Australian Government
The Council of Australian Governments (COAG) have endorsed a number of national strategies for blood borne viruses (BBV), as part of a package of strategies relating to BBV and sexually transmitted infections (STI). The strategies will guide policies relating to prevention, testing, treatment, care and support, and surveillance monitoring research into BBV.

Launch of the Alcohol Advertising Review Board Annual Report
Alcohol Advertising Review Board
The Alcohol Advertising Review Board released its second annual report in June at an event at Parliament House Canberra hosted by the National Alliance for Action on Alcohol (NAAA), Recruiting new drinkers: the impact of alcohol marketing on children. The report was officially launched by Dr Stephen Parnis, Federal Vice-President of the Australian Medical Association.
The Alcohol Advertising Review Board annual report summarises the second year of activity for the world-first alternative alcohol advertising review system, chaired by Professor Fiona Stanley AC.

ATODA, Mental Health Community Coalition ACT and the Youth Coalition of the ACT
The Comorbidity Bus Tour seeks to increase the capacity of frontline workers to support people experiencing co-occurring ATOD and mental health issues (comorbidity). The Comorbidity Bus Tour visits a variety of services in the ACT from the alcohol, tobacco and other drug (ATOD), mental health and youth sectors.
The next Comorbidity Bus Tour for 2014 will be Tour A on 30 July 2014.

This project aims to set up the first longitudinal depression study that is designed with input from consumers.
Researchers are currently preparing this longitudinal study by conducting focus groups and online surveys with consumers with depression and other key mental health stakeholders to determine what will be assessed in the longitudinal study and how it will be designed.
