Candidates Forum

Candidates for the United States House of
Representatives, 5th District, Oregon

Friday, October 10, 2014

Salem City Club’s third luncheon program in the fall season features four candidates vying to represent Oregon’s 5th Congressional District in the U.S. House of Representatives. The district includes all of Marion, Polk, Lincoln and Tillamook counties as well as the bulk of Clackamas and small portions of Multnomah and Benton counties.

Currently serving a unique blend of rural, metro, coastal and suburban neighborhoods is incumbent Congressman Kurt Schrader (Democrat) of Oregon City.  Challenging him for his seat in Congress are Tootie Smith (Republican) of Molalla, Raymond Baldwin (Constitution) of Canby, and Marvin Sannes (Independent) of Salem.*

Rep. Kurt Schrader is serving his third term in the U.S. House of Representatives. Schrader, a farmer and veterinarian for more than 30 years, also served in the state House of Representatives and the Oregon Senate, where he chaired the Joint Ways & Means Committee until he was elected to the U.S. Congress in 2008.  A graduate of Cornell University and the University of Illinois, he serves on many committees in Congress including Agriculture, Small Business and budget. Co-chair for Communications for the Blue Dog Coalition, Schrader also is co-chair of the New Democrat Coalition’s Health Care Reform Task Force and co-chair of the bi-partisan No Labels Problem Solvers group.

Tootie Smith, a fourth generation Oregonian who lives on the family hazelnut farm in Clackamas County, has over 25 years of political and business experience. She served in the Oregon House of Representatives from 2001-2004 and then in 2012 was elected to the Clackamas County Commission. Smith, a graduate of Concordia University and the College of Legal Arts, both in Portland, was a newspaper editor and writer, co-owned a logging company, refurbished the Historical Prairie House Inn and owned her own political consulting firm.

Raymond Baldwin, a general contractor in Canby, is running a second time for the 5th Congressional District after being active in Oregon politics for decades. A graduate of North Marion High School, Baldwin has studied at the Oregon College of Education, Portland Community College and Portland State University. He holds a certificate in Association of General Contractors/Project Management.  Locally, Baldwin has served on the site councils for Knight Elementary School and Ackerman Junior High School. Active in the Cub Scouts, Baldwin has been a pack commissioner and senior patrol adviser in the Boy Scouts.

Marvin Sannes, the Independent Party candidate for the 5th District, has owned and managed a real estate company in Salem since 1974. He also restored the historic West Salem City Hall and has served as a Youth Program director. Sannes, a graduate of Portland State University, was a candidate for the Oregon House in 2010 and 2012.

We have important issues to decide. Don't miss this important candidates forum. We meet at the Willamette Heritage Center at the Mill. For lunch reservations please visit our web site at and register online.  Reservations are due by noon Wednesday, October 8, 2014Parking is free.  Doors open at 11:30 AM.
