Mr. Stephen Bush

As we begin our 9th year of business, we are happy to note that both client retention and growth remain strong. As we continue to diversify and offer more services for clients, we are delighted to announce another addition to our professional team: financial expert, Stephen Bush who joins as a Senior Associate.   


We would like to welcome Stephen "Steve" Busch as a Senior Associate to our team. Mr. Busch has more than 30 years experience as a financial executive in the aviation industry and will serve as our senior team member for financial analysis and special projects for clients. 

Steve recently retired from an illustrious 38 year career at the Metropolitan Airports Commission which runs the Minneapolis-St. Paul International Airport and its system of six reliever airports. Serving as the Chief Financial Officer for the last 11 years, Steve oversaw two divisions: "Finance and Revenue Development" and "Human Resources and Labor Relations." He also served as treasurer of the Commission. Steve is a member of the Government Finance Officers Association and is an active member of the ACI Economics and CFO Committees.

Currently, Steve is performing onsite interim CFO duties for one of our clients while they conduct a national search for a permanent CFO.

2019 & 2020 Highlights

CLIENT ACTIVITY
In 2019 & 2020 to date, we completed several exciting project for a variety of clients. Some of the highlights included:

  • benchmarking salary comparisons to align positions with market standards
  • multiple governance reviews and analyses for several airports to determine optimal governance models and transition feasibility
  • program and departmental efficiency reviews and analyses
  • review and standardizing of policies and procedures
  • multiple national recruitment searches for executive and management positions including CEOs, CFOs, property managers, police chiefs, and assistant directors
  • review of policies and bylaws, updating to reflect current conditions and forecasted future growth
  • comprehensive optimization planning studies and strategic planning studies for multiple airports involving overseeing subcontractors and a variety of complex analyses, including: economic impact studies, parking pricing studies, benchmarking analyses of operations, organizational assessments and structural analyses, air service development analyses, creating public input committees and mechanisms, financial reviews and analyses, governance model reviews, and facilities and land use analyses
  • comprehensive strategic planning initiatives encompassing all aspects of airport operations and policy
  • customer surveys on preferences for parking options, parking prices, and concession preferences
  • HR support services and employee engagement surveys
As you can see, 2019 & and the beginning of 2020 have held a rich array of activity for the firm, and the rest of 2020 is shaping up to be as robust if not more so. For our clients who put their trust in our services, we thank you. Client Feature 

Boise Airport (BOI), Boise, Idaho


Our firm was engaged to conduct strategic planning sessions and an organizational assessment—with a focus on staffing resources and a salary comparative analysis—for the Boise Airport on behalf of the City of Boise. The project goal was to conduct an inventory and analysis of BOI’s current organizational structure, staffing, and salary conditions as compared to other airport facilities with similar operating criteria in order to gauge and benchmark BOI’s ability to recruit and retain the highest caliber employees and successfully accomplish its mission.

This analysis was especially important in the light of rapidly increasing passenger numbers and a significant capital campaign for terminal expansion. The overall context to this assignment is that the Boise area is experiencing rapid growth—the fastest in the nation according to a 2018 study by Forbes magazine. Forbes noted that Boise is enjoying some of the swiftest growth in the country, exceeding expansion expectations by nearly every significant metric including population, employment, home prices, and wages.

As a result, the Airport experienced 49% growth in passengers over the last six years, growing from 2.6 million passengers in 2012 to over 4 million in 2019. Continued growth is expected, and current estimates for 2020 already exceed official forecasted growth numbers from the Master Plan for 2025. 

SBA worked with BOI management to assess their organizational needs to meet the demands of the rapid expansion in passenger numbers and BOI's upcoming comprehensive Airport capital expansion project by conducting a series of tasks, including; staff interviews, benchmarking comparisons, data analysis, and organizational analysis.
 
As a result of the research, data collection, and analysis, our core recommendations to BOI included:
  • Expansion of full-time staff within critical and key areas
  • Conversion of a majority of temporary employees to full-time employees
  • Succession planning through employee education and incentives 
  • Standardization of employee titles to align BOI with industry norms
  • Increasing wages to industry standards for positions that are currently below market
