As consultancy firms' earnings in the age of Covid soar into the hundreds of millions of pounds, and even a government minister laments how Whitehall has become "infantilised" by its reliance on hired help, figures obtained by the Eye show why the splurge costs so much: the astronomical rates the big firms charge the public purse for their staff.

Among the bigger public spenders is the British Business Bank, a government-owned development bank which has called on consultants to perform its expanded role. Usually it pays for consultants who remain on their employer's books and are charged out at rates that remain secret — for example, on the £13.4m of work on business support schemes that has been outsourced to PwC.

A cheaper alternative is to take staff on secondment, but even this costs a lot. A freedom of information request by the Eye shows that contracts totalling £280,000 for 11 consultants on secondment from Deloitte between April and June carried a weekly cost of around £3,100 each. That's equivalent to more than £140,000 a year with a generous holiday allowance. Similarly, three secondees from KPMG come in at £80,000 for less than ten weeks' work — around £2,750 a week each, or £125,000 per year.

And what do taxpayers get for these near-prime ministerial wages: the finest expertise and experience? Alas, no. The bank tells the Eye that "none of the consultants are in senior roles" — which is confirmed by their job descriptions. The Deloitte secondees provide "scheme support and administration" and "[application programming interface]/data support", while the KPMG staffers offer "audit support".

The junior consultants performing these roles keep just a fraction of what they're charged out at, making Covid and other public crises a beano for the firms' partners (average income in the high six figures) who trouser the balance. The mark-ups on consultants provided through the main, multi-million pound contracts with government will be even higher. A consultancy rate card from within Deloitte, seen by the Eye, shows partners charging £1,450 per hour, with relatively junior assistant managers at £660 — and even the interns doing the photocopying farmed out at £290 hourly. That would gross up to a ludicrous annual income of around half a million quid.

The big firms are known to have given discounts, but the rates are still likely to be multiples of what it costs to employ public officials. In a staff presentation last week of results for the year to the end of May, Deloitte boss Richard Houston reported that consulting income had risen 12 percent, with the portion coming from the public sector up by 60 percent.

With more Covid cash rolling in since then — the government database shows £23m of Covid-related contracts handed to Deloitte, and this doesn't cover everything — things will get even better for the management suits.
