Description: The Council is seeking to appoint a facilitator to manage a programme of workshops, visits and a conference to engage the local community in redressing and challenging the legacy of John Mitchel through investigating the life, works and impact of John Mitchel. This programme will include the production of a virtual exhibition to include a participant led digital video on John Mitchel’s life and legacy, to be hosted on Newry & Mourne Museum website aimed at KS3/4 and for circulation to the wider public, the production of a small travelling exhibition and an interpretative panel. In response to the Black Lives Matter Campaign and the controversial issues that arose surrounding John Mitchel and his pro-slavery position Newry Mourne & Down Council received petitions with more than 1200 signatures from local residents across the community including PUL, CNR and BME backgrounds, calling for the statue of John Mitchel to be removed from John Mitchel Place in Newry. The Council want to enable the community on a cross-community basis to redress the historical legacy of John Mitchel in the Newry Mourne & Down area. The community response showed clearly that it was a community united against racism in all its forms and there was a need to reset the narrative on John Mitchel.

This programme is aimed at providing a positive shared experience about the history of Language and Culture in the Council District, as well as engaging and providing information pertaining to other communities where there are similarities and differences in the on the topic of Shared Language and Culture. The main objectives of the theme are as follows: The promotion of positive relations characterised by respect, where cultural diversity is celebrated and people can live, learn and socialise together, free from prejudice, hate and intolerance. The Programme will provide opportunities for sustained, meaningful and purposeful contact between individuals and groups of different backgrounds, on a cross border basis. Through this contact the Programme will result in a reduction in isolation, polarisation, division, prejudice, sectarianism, racism and stereotypes between/among groups. The Programme will pay particular attention to minority groups and groups who traditionally have been marginalised in society so that opportunities will be created that allow for a greater degree of participation and integration in society. Building on the experience of previous programmes, the development of strong local partnerships will be supported. The result indicators at programme level for the Building Positive Relations theme are: 1. An increase in the percentage of people who think relations between Protestants & Catholics are better than they were five years ago, from 45% to 52%; 2. The percentage of people who think relations between Protestants & Catholics will be better in 5 years (from 40% to 48%) 3. The percentage of people who know about the culture of minority ethnic communities from 30% to 38%

Description: National Parks and Wildlife Service (NPWS) of the Department of Culture, Heritage and the Gaeltacht (DCHG) is responsible for the conservation and management of natural habitats and species and the protection of biological diversity in Ireland. The Countryside Bird Survey (CBS) and the Irish Wetland Bird Survey (I-WeBS) provide the largest and most significant contribution to monitoring Ireland’s birds. The CBS has been running since 1998 and I-WeBS since 1994, with each survey undertaken nationwide annually. The CBS is used to accurately monitor 52 species of widespread breeding birds, while I-WeBS gathers data on 72 wintering waterbird species. The I-WeBS programme also includes a number of associated species-specific surveys, such as periodic goose and swan censuses, as well as the Non-estuarine Coastal Waterbird Survey. Data from CBS and I-WeBS informs Ireland’s Article 12 reporting under the Birds Directive, covering almost 60% of bird species which are reported on by Ireland. Both surveys also help identify research gaps/needs and contribute to national and international initiatives, such as the European Farmland Bird Index (FBI) (one of the EU’s Sustainable Development Indicators) in the case of CBS and the International Waterbird Census (I-WeBS). Recent Irish Wildlife Manual reports summarise the results of the CBS and I-WeBS monitoring programmes (see https://www.npws.ie/publications/irish-wildlife-manuals). Heretofore, CBS and I-WeBS have been co-ordinated by professional staff of BirdWatch Ireland under contract from NPWS (of DCHG). The counters that significantly and regularly contributed to these surveys are largely composed of volunteers, NPWS (DCHG staff) and BirdWatch Ireland staff. See RfT Document
