Action Needed on Affordable Care Act 

Does Your Family Depend on the Affordable Care Act for Insurance Coverage?  
We need your help! There are serious threats facing the Affordable Care Act (ACA) – also known as Obamacare – as plans to repeal this landmark law develop. We need families and people with disabilities to contact their Senators and Representatives to let them know why the ACA is such an essential lifeline for people with intellectual and other developmental disabilities, including autism, cerebral palsy, Down syndrome, epilepsy and other pre-existing conditions.
Congress is already working to repeal the ACA, but there is no replacement plan that details if developmental disabilities will still be covered. There is no detailed plan that states that people with pre-existing conditions will be covered.
What can YOU do?  Contact your US Representative and Senators to tell them how the ACA has helped your family. Let them know that your loved one NEEDS the protections and coverage offered by the ACA to be part of any replacement plan.
Tell Congress that they CANNOT repeal the ACA WITHOUT a DETAILED replacement plan that includes:  

  • Coverage for intellectual and other developmental disabilities – including autism, cerebral palsy, Down syndrome and epilepsy
  • Coverage for habilitative services
  • Coverage for people with pre-existing conditions from DAY ONE
  • Non-discrimination protections included in the ACA with enforcements
  • CHOICE of plans in every state and county
  • Requirements for “patient care before health insurer profits” – insurers MUST follow clinical standards
    of care endorsed by the practicing medical community, not standards devised by insurance company paid administrators and reviewers

The Case for a DSP Wage Increase 

The 2017 session of the Indiana General Assembly convened on this past week. One of The Arc's legislative priorities is securing funding in the state budget to increase the average wage for Direct Support Professionals (DSPs) for Medicaid Waiver services from the current average of $10.15/hour (in many areas of the state it is much lower) to $11.00/hour by increasing waiver rates to cover compensation.  

DSP annual wages are fractionally above the federal poverty level for a family of three and are only 33% of the median Indiana family income.  

A $10 million investment by Indiana in DSP wages leverages an additional $20 million of federal matching funds. 

The net new investment by Indiana in DSP wages returns $4.16 of economic activity for each net new Indiana dollar invested. 

This investment increases wages by $1,700 a year for DSPs who support some of our most vulnerable Hoosiers.

The Arc Reacts to Brutal Beating of Young Man in Chicago 

In reaction to the news that a Chicago area teenager with reported cognitive disabilities was brutally beaten by four assailants while being held captive over the weekend, The Arc released the following statement:
“The charges fit the crime – this hateful act by four people including one classmate of this teenager should be investigated and prosecuted to the fullest extent of the law. And beyond the law enforcement response, which has been swift and appropriate, the public should be shocked and outraged by the actions of these individuals in reportedly targeting a person with a disability and treating him in a way that can only be described as inhumane.
“While this horrific incident is gaining widespread media attention, sadly, it’s not an isolated case. Violence, abuse and bullying of people with disabilities are widespread in our society, often at the hands of abusers who are known to them. Crimes like this one cannot be tolerated, and it’s our collective responsibility to respect and stand up for the rights of people with disabilities. Our fellow human beings deserve nothing less,” said Peter Berns, CEO of The Arc.
