Description: The Oriel River Catchments and Coastal Association (ORCCA) was formed in February 2020 with the vision that the habitats of the rivers which flow into Dundalk Bay, as well as the region’s coastal environments, are healthy and biodiverse and are resilient to future change, supporting vibrant and prosperous communities. Citizen Science is research carried out by members of the public who volunteer to collect scientific data. It has grown rapidly throughout the world as a means for the citizenry to become more involved in the assessment and management of their local environments. ORCCA intends to develop a citizen science program for local communities within the Dundalk Bay catchment to be able to monitor the quality of their local water body specifically using the Small Stream Characterisation Score (SSCS) methodology. This app will facilitate, record and store this data collection. This tender is for the development of the app and its deployment (making it available for download). The app needs to be available and usable on all smart phone configurations (e.g. iOS and Android). Further detailed requirements are contained in the relevant sections and attachments of this tender. Award of this tender is subject to a successful application by ORCCA for LEADER funding. If no LEADER funding is forthcoming, the project will not proceed.

Description: The Health Research Board (HRB) is the lead agency in Ireland supporting and funding health research. We provide funding, maintain health information systems and conduct research linked to national health priorities. Our aim is to improve people's health, build health research capacity and make a significant contribution to Ireland's knowledge economy. The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) is a decentralised EU agency based in Lisbon. The EMCDDA provides the EU and its Member States with information on the nature, extent, consequences of and responses to illicit drug use. It supplies the evidence base to support policy formation on drugs and addiction in both the European Union and Member States. The HRB is one of the 30 national monitoring centres, or focal points, (the Reitox network) that gather and analyse country data according to common data-collection standards and tools and supply these data to the EMCDDA. The results of this national monitoring process are supplied to the Centre for analysis, from which it produces the annual European drug report and other outputs. Under the HRB’s annual grant agreement with the EMCDDA the national focal point is responsible for collecting, harmonising and analysing national information according to agreed standards and providing it to the EMCDDA. These tasks require the focal point to: • Monitor and analyse national scientific, legal and policy documents • Coordinate national information networks • Disseminate the NFP and EMCDDA outputs nationally Each year the NFP must provide: • A series of workbooks each dealing with a particular aspect of the drug situation and responses to it • Statistical standard tables and structured questionnaires • Data related to the epidemiological indicators • Information relating to European Council decision on the information exchange, risk-assessment and control of new psychoactive substances; early warnings to the EMCDDA

It is envisaged 25-30 points will feature on the map Premises that feature on the Trail will include: (1) Key retail establishments which support locally manufactured food & drink products (excluding Off-Licences & Supermarkets). (2) Local Taste Experiences who have quality food and drink experience as part of their offering (pubs, restaurants & hospitality enterprises). (3) Local Taste Experience Venues. It is envisaged that there will be 25-30 establishments on the Trail. The Trail is part of a wider Food & Drink strategy for County Carlow. During October 2020, Carlow County Council’s Local Enterprise Office will develop a partnership with the Trail Members who will sign a charter to become part of the Trail. At present, Carlow County Council is developing Taste in Carlow Food & Drink Brand Guidelines which will be ready by late October 2020. The guidelines will be based on the inCarlow Guidelines and include an inCarlow – Food & Drink Logo & Taste in Carlow campaign badge.

Method to produce enzymes

Covid-19: new sample medium for faster and simpler testing for SARS, flu and other viral infections

In collaboration with a university, an East of England SME has launched a novel buffer for shipping and testing samples of Covid-19, flu and further viral pathogens. It obviates requirements for cold chain transport and pathogenic sample testing, whilst being compatible with well-known protocols. Thus the throughput of testing increases. Testing authorities and vendors of related products are sought for commercial agreements with technical assistance.

A blockchain-based verifiable credential platform for issuing digital accredited Proof of Immunity Certificates and Proof of Vaccination certificates is offered under commercial agreement with technical assistance.

A UK start-up has developed a method of issuing, storing and displaying Proof of Immunity Certificates and later Proof of Vaccination Certificates, as a scalable solution to the multiple challenges that COVID19 has posed but not only limited to this current pandemic. Using blockchain technologies, this full-proof system will help to verify medical records and display them on-the-go with mobile phones. Collaboration is sought under commercial agreement with technical assistance.
