Definition of a Harold: Harolds come in all shapes and sizes, sometimes they are men, sometimes women. Often Harolds are simply people who leave things to the last minute (and sometimes wait until it’s too late!) Sometimes Harolds are people who think that their opinions aren’t very important and shy away from sharing them with others (which is a shame because PeakCare thinks that the views and experiences of all our Members are extremely important). Sometimes Harolds are just very busy people who find it difficult to find the time to meet and collaborate with others (even though we think that it’s very important that they do). Sometimes Harolds prefer to leave systems advocacy to others (even though we think that this is a responsibility shared by all).
Don’t be a Harold! Make sure that your organisation is well-represented at each of PeakCare’s Roundtables closest to where your organisation delivers services. Don’t leave it to others – have your say too!

Introduction of Minimum Qualification Standards for Residential Care Workers
By now all providers of residential care services will have received a copy of the Strengthening the Queensland Residential Care Workforce – Minimum Qualification Standards Information Sheet. As flagged in our 27th April edition of eNews, residential care providers will also soon be receiving an invitation to attend a workshop jointly hosted by PeakCare and the Department of Child Safety, Youth and Women to further discuss details of the implementation plan. This will include advice about the anticipated time frame for accepting enrolments to complete the Hope and Healing e-learning modules that are currently under development. In the meantime, Member organisations are advised to complete and submit their Member Agency Contact List if they have not already done so. The information contained within these lists is of great assistance to PeakCare in targeting our dissemination of information and our issuing of invitations to events of this type.
National Framework Third Action Plan updates
Updates on the Third Action Plan of the National Framework for Protecting Australia’s Children 2009–2020 include a number of projects and new publications. Under Strategy #1, Early intervention with a focus on the early years particularly in the first 1000 days for a child, the Building Capacity in Australian Parents (BCAP) 'Parent Link' trial will launch in mid-2018, and aims to improve parenting skills by providing information in text messages sent to expectant parents, parents and carers on child development, and parenting and support services relating to the first 1,000 days of a child’s life. In Queensland, it will launch in Rockhampton, Toowoomba and Ipswich. The National Community Awareness Raising (NCAR) Strategy approach is in development, with key messages, materials and a national communications plan as priorities. The Connected Beginnings program, funding integration of early childhood, maternal and child health, and family support services with schools in Aboriginal and Torres Strait Islander communities experiencing disadvantage, continues. In Queensland, it has commenced in Doomadgee.
Under Strategy #2, Helping young people in out-of-home care to thrive in adulthood, the discussion paper Transition from out of home care to adulthood: mapping legislation and policy across Australian jurisdictions is currently being finalised to examine the impacts of jurisdictional approaches to extend statutory responsibility and support for young people exiting out-of-home care after they turn 18. The Towards Independent Adulthood (TIA) trial in Western Australia is trialling ways of improving support to young people by delivering intensive support including wrap-around services linking to education, health and housing. The trial comprises an intensive case management service, priority access to government funded services, and online resources and is currently at full capacity.
Under National Strategy #3, Organisations responding better to children and young people to keep them safe, the Inter-jurisdictional Child Protection Information Sharing Project is being conducted in New South Wales. The project explores gaps and barriers to inter‑jurisdictional exchange of child protection information, and has been included as a possible action in the draft Fourth Action Plan. To support the project, grants were provided to two enterprises - Itree and Factil - to develop a digital solution that supports state and territory child protection agencies to share information across borders in order to better identify and understand potential risks to children.
New publications include the National Framework for Protecting Australia's Children Annual Report 2014-15 and 2015-16, and the National Framework for protecting Australia's children indicators.
Supporting Young People with Complex Support Needs in Transition Forum
Lost in Transition is a three-year ARC funded research project exploring the issues of young with complex support needs in transition that aims to map existing frameworks for transition support planning, describe the needs of young people with complex support needs in relation to key life transitions, develop an understanding of the various meanings of transition to young people with complex support needs and for those who provide transition support, and explore how these transitions can be tracked and quantified. Save the date for the Lost in Translation Forum on 6th September that will discuss what it would take at a policy, practice and organisational level to achieve appropriate supports to young people with complex support needs in Queensland. Insights into volunteer management needed
Volunteering Queensland as a part of an Australian Research Council Linkage Project is conducting an online survey to better understand the management of episodic (once-off) volunteers within the non-profit sector. The survey seeks volunteer managers or coordinators who manage episodic volunteers currently or who have done so at some point during their career, within a non-profit organisation, who are invited to complete a short online survey. Youth Health Conference 2018 - abstracts closing soon
The 2018 Youth Health Conference is the platform that will explore how to best support the lives and health of young Australians, and where the latest research findings will be presented with policy and practice recommendations, showcasing innovative models of care. Abstract submissions relating to the conference theme 'Owning Future Change' are being received until Friday, 20th July. Submit an abstract to present research, programs, models of care and best practice in youth health, for oral papers, posters and 90 minute symposia.
Government consultations now open
The Senate Joint Standing Committee on Electoral Matters is inviting submissions on the Commonwealth Electoral Amendment (Lowering Voting Age and Increasing Voter Participation) Bill 2018 that seeks to introduce voluntary voting for 16 and 17 year olds; lower the voter registration age to 14; and allow enrolment on polling day. Submissions close Friday, 10th August and can be submitted online.
The federal government has opened consultation on Australia’s second national action plan on women, peace and security: discussion paper, to inform ongoing implementation of United Nations Security Council Resolution 1325 (UNSCR 1325) and related resolutions under the Women, Peace and Security agenda (WPS). The discussion paper poses four key questions about the WPS agenda and how it could be best realised in the Australian context.

NAIDOC Week 2018 - celebrating Aboriginal and Torres Strait Islander women
The theme of this year's NAIDOC Week is Because of Her We Can, highlighting the crucial role Aboriginal and Torres Strait Islander women play in their communities and nationally. Too often their voices and contributions are ignored, stolen or marginalised. This NAIDOC Week provides the opportunity to offer the recognition and respect these women deserve.
Remarkable women such as Fanny Cochrane, Evelyn Scott and Faith Thomas shaped Australian history. To hear from Aboriginal and Torres Strait Islander women today, the Aboriginal and Torres Strait Islander Social Justice Commissioner June Oscar AO, the first woman appointed to that position, launched the Wiyi Yani U Thangani (Women's Voices) project, which represents the first time in over three decades the federal government has funded a national engagement project with Aboriginal and Torres Strait Islander women. As Commissioner Oscar asserts, "We must nurture and teach our young Indigenous women to be strong in their sense of identity and individual and collective worth." The project is travelling nationally to hear from women in their own words about their lived experiences, priorities, challenges and aspirations for themselves, their families and their futures - beyond, as the Commissioner notes, the existing "narrow frame of victimhood and dysfunction." No woman need miss out - the project is also accepting online submissions until November.
Collectively, Aboriginal and Torres Strait Islander women significantly contribute to the nation. The Australian Bureau of Statistics (ABS) shows that Aboriginal and Torres Strait Islander women are increasingly engaging in formal education and achieving higher academic levels, with a 45% increase in 2014-15 from 2008. Over one-third of Aboriginal and Torres Strait Islander women surveyed reported providing care and support for someone in need, showing the vital and often overlooked role they play in strengthening social and family networks. Family of origin patterns of interaction, and longstanding issues around relationships and the meanings attributed to past events, can be complicated. Cultural and customary kinship roles add a further dimension. This workshop puts the spotlight on the particular issues which workers must address for kinship care to work well, and considers strategies to assist all parties to focus on the child’s needs irrespective of ‘family’ issues. UQ Deaths in Custody project launch

The University of Queensland's Deaths in Custody Project is a partnership between the TC Beirne School of Law and Sisters Inside Inc. aimed at shining a light on the deaths of criminalised people that happen in prisons, in police cells and in other custodial environments around Australia each year. Since 2016, teams of law students have donated many hours of their time pro bono, for no academic credit or reward, to finding, reading and analysing over 500 deaths in custody inquest findings. The results of their research have now been compiled on a new website, to give researchers and members of the public better access to the stories of those who have lost their lives in custody. The Sanctuary Model in Context
